The Veterans Hospital Administration (VHA) Office of Research and Development (ORD), in partnership with the VA Office of Information & Technology (OI&T), is currently in the process of establishing the Veterans' Informatics, information, and Computing Infrastructure (VINCI) . VINCI will provide a centralized secure system to analyze multi-site data, establish an environment to develop new methods to perform multi-site studies, as well as develop new approaches to safeguard the privacy and security of data used in research. |

Responsibilities |
|
There are six primary components to VINCI:
a. Establish National Research Infrastructure - Establish a High Performance Computing (HPC) environment and research database capability that will be used for multi site research projects that are in close alignment with the Corporate Data Warehouse (CDW); b. Develop New Data Security & Privacy Capabilities - Develop new and improved methods to protect the security and privacy of VINCI data used in the research environment; c. Develop Remote Data Access & Analysis Environment - Develop and implement methods for researchers to perform research remotely with VINCI data without removing data from VINCI system; d. Prepare for Future Research Activities - Develop and implement methods to extract or create non-systematized data such as text, genomic, and images; e. Partner With Non-VA Entities - Explore scientific computing and very large database partnership opportunities with the Department of Defense, Health and Human Services (e.g. CMS), and other relevant parties. f. Provide scientific programming support - Create processes and provide development resources to support the scientific agenda of VINCI and the Consortium for Healthcare Informatics Research (CHIR).
Responsibilities/Scope of Work: Data Managers serves as the Veterans' Informatics, iNformation, and Computing Infrastructure (VINCI) scientific data managers, the incumbents are responsible for aggregating, scrubbing, correcting errors and preparing data for reports and analysis. Data Managers will provide documentation regarding modifications to data and data dictionaries for coded values and element uses. Data Managers will work with other VINCI team members to ensure data integrity and database usability.
Writes procedures in applicable program to perform data management activities. Devises methods and procedures for collecting data, formatting and preparing data for statistical analysis and maintaining datasets and records of research data from a variety of data sources including, but not limited to: Veterans Affairs, Utah Department of Health, and University of Utah. Assists with study design development, preliminary research studies, quality improvement projects, and other research as needed within the department.
The VINCI database environment will include: 1. Microsoft SQL Server 2008 (or latest version) a. SQL Server Database Engine b. SQL Server Integration Services 2. Embarcadero ER Studio 3. SAS
To carry out the responsibilities the incumbents will perform the following duties: 1. Assessment of data availability and capability of data to meet research needs. The Scientific Data Manager will meet with the VINCI Program Manager and other research staff to evaluate data needed to respond to research questions. 2. Aggregate data from different sources and locations. The Scientific Data Manager will assist the VINCI Data Architect in aggregating disparate data sets from different VA sites and other entities. This will include recoding of data elements and standardization of fields. 3. Detection of data anomalies and correction of errors (data scrubbing). The Scientific Data Manager will work with other VINCI team members to identify errors in datasets and attempt to correct, reconcile and document. 4. Perform data analysis. The Scientific Data Manager will conduct analysis of datasets and provide summary of results. 5. Assist with data dictionaries and entity resource diagrams. The Scientific Data Manager will work with other VA staff to develop data dictionaries and ER diagrams of data aggregated for VINCI researchers |

Qualifications |
|
Bachelor's degree and 4 years of experience.
Knowledge of and skill in using data management information systems and processes, computer applications, principles, and techniques from major extramural research programs involving complex administrative/management issues.
Ability to perform data management and data manipulation using standard database and statistical analysis tools such as SAS, STATA and relational database tools such as SQL, and Access. |
